Cities in the Bay Area require landlords to obtain city business licenses. We have noticed cities becoming more strict about enforcing penalties and fees. Below are links to city-specific sites pertaining to licensing, as well as city-specific links to general Landlord/Tenant information. Alameda
The city of Alameda requires all rental property owners to register and pay a fee to the city as well as obtain a business license.

All owners of residential property with three or more dwelling units on any parcel, or owners of five or more residential rental units, are required by the city of Berkeley to obtain a business license. If you own 5 or more rental units in Berkeley, your business taxes are enhanced. Business taxes are due March 1st of every year.
El Cerrito
All residential rental properties in El Cerrito, including single-family residences and Accessory Dwelling Units (ADU) are subject to reporting to the city with few exceptions. Register here.
All rental property owners are required to obtain & pay for a city business license.
Emeryville

Oakland

All rental property owners are required to obtain & pay for a rental business license. Business taxes are due March 1st of each year. All rental properties are also required to register with the city.
Most rental properties are required to register with the RAP board in their rental registry, which will require reporting of property, rent and tenant information that will need to be updated yearly. Here’s a link with more information.
Piedmont
All rental property owners must pay an annual rental tax to the city. Landlords are required to fill out an intent to rent form and a rental tax form.
